Starting 24 June 2025, the Ministry of Domestic Trade and Cost of Living (KPDN) will begin enforcing the Consumer Protection (Electronic Trade Transactions) Regulations 2024. These regulations, which officially came into operation on 25 December 2024, aim to enhance transparency and safety for online shoppers in Malaysia.

If you’re selling on TikTok Shop or any other online marketplace, here’s a breakdown of what’s required, what to do now, and what penalties to avoid.

What You Must Do to Follow the New Consumer Protection Regulations

To follow the Consumer Protection (Electronic Trade Transactions) Regulations 2024, TikTok Shop sellers (and sellers on other platforms) must take these 3 important steps:

1. Show Complete Seller Information

You must clearly display your business or personal details on your store. This helps buyers know who they are dealing with and allows the government to track legitimate sellers.

You need to provide:

  • Your full name or company/business name

  • Your NRIC number (for individuals) or SSM registration number (for businesses)

  • Your email address

  • Your phone number

  • Your business address

2. Use Bahasa Melayu for Product Listings

Every product you sell must have its title and description written in Bahasa Melayu. You can still include translations in English or Chinese as an extra, but Bahasa Melayu is mandatory.

3. Upload Product Certifications (If Needed)

Some types of products must meet Malaysian safety or health standards. If you sell these, you are required to upload the correct certification as proof. These documents will appear on your product page for buyers to see.

Examples of products that need certificates:

Required Certification

Electronics (e.g. fans, irons)

SIRIM-ST Certificate & Label

Phones & Gadgets (e.g. routers)

SIRIM Certificate of Conformity (CoC)

Supplements & Medicines

MAL Number

Medical Devices (e.g. test kits)

MDA Registration

Skincare & Cosmetics

NPRA Notification

Food

MESTI / HALAL / HACCP

Certificate from Pesticides Board

What Will Happen If You Don’t Follow the Rules?

If you don’t comply with the new regulations by 24 June 2025, both TikTok Shop and the Malaysian government (KPDN) can take action against you.

TikTok Shop may:

  • Remove (delist) your product listings

  • Add up to 48 violation points to your seller account

If KPDN takes enforcement action under the Consumer Protection Act 1999, you could face:

For Individual Sellers

  • First Offense: Fine up to RM50,000 or 3 years jail (or both)

  • Repeat Offense: Fine up to RM100,000 or 5 years jail (or both)

For Businesses or Companies

  • First Offense: Fine up to RM100,000

  • Repeat Offense: Fine up to RM200,000

Don’t Forget About E-Invoicing Compliance

When you update your seller information to comply with the Consumer Protection Regulations, it also helps you prepare for Malaysia’s upcoming e-invoicing system.

The Inland Revenue Board (LHDN) is rolling out this e-invoice system to improve tax reporting and transparency for businesses. If your seller details are incomplete or inconsistent, you may face issues with both tax compliance and marketplace requirements.
